Russia’s moves in Georgia came as no surprise

While it is almost unthinkable that Russia could use military force against N.A.T.O.’s members, the context in the southern Caucasian region and especially in Georgia is more complicated. With the United States still deeply involved in Iraq and Afghanistan, Russia perceives that it has space for action in its once Transcaucasian province.
